“A STITCH in time saves nine,” so postulates the English saying which, when literally interpreted, means: A timely intervention in an issue is of the essence as it saves more work in future.
True to the saying, this first ever Ndola City Council (NCC) January to May 2018 bulletin could not have been published at a better time than this one as it is a timely intervention in so far as the Local Authority’s operations are concerned. It, among other things, encompasses a myriad of issues that are primarily aimed at sharing this vital information not only within the Local Authority but also to the general public as regards its operations as well as a wide range of topics bordering on the Local Government.
As Chief Executive Officer for Ndola City Council following the Ministry of Lands resolve to reinstate the Ndola City Council land agency, I would like to reaffirm my management’s resolve to ensuring that the Local Authority strictly adheres to the tenets of prudent Land Management and Administration in order to restore sanity in the City of Ndola by way of religiously following the laid down procedure.
Further, I wish to assure the Ndola populace that such a measure will provide a beacon of hope to the city.
Additionally, I would also like to assure the members of the general public of Ndola City Council’s resolve to operating transparently, effectively, efficiently and in accordance with the law. I wish to also categorically state that I will not be in this office to protect those that will be on the wrong side of the law as the law will be allowed to take its full course at all times to avert a travesty of justice at the end of the day.
The Local Authority shall execute its mandate appropriately in relation to both state and council land alike. The application, selection and recommendation processes shall be based on merit and not any other ulterior considerations and the people that will undertake various tasks in achieving this noble cause shall be above board.
Furthermore, my role as Town Clerk of Ndola City Council will be to aim at promoting social and economic development by providing effective and efficient services and infrastructure to the community through good local governance and partnership. This kind of governance will, inexorably, empower citizens to aim at achieving sustainable development in Ndola as everything will be done in keeping with the National Decentralization Policy of 2002 and the Patriotic Front Government’s emphasis on the decentralized kind of governance.
Additionally, my focus and that of management will be to provide a proactive as opposed to a reactive kind of approach to the numerous challenges that may encumber the Local Authority.
It would also be an abdication of my duty if I do not make mention of the fact that I am working with a well-able management at Ndola City Council who are very instrumental in ensuring that selfless and altruistic services in the furtherance of the Local Authority are rendered.
Lastly but not the least, it is my sincere hope that you will find the contents of this Bulletin not only informative and intellectually nourishing, but also thrilling.
