The Administration Department serves as the secretariat to the establishment committee of the Council. The department deals with all staff matters such as recruitment, training and staff development of all its employees.
The department has eight sections through which it discharges its functions namely human resource, public relations, committee, registry/records, police, printing, transport, procurement, internal audit and marriages section.
Human Resource
Is responsible for all staff matters for the overall planning, organization, direction and control of the department so that the right people are equipped with the capabilities to enhance the service provision and delivery and hence looks into staff development, retention and compensation.
Public Relations Section
This section is responsible for dissemination of information to members of the public and marketing the institution to the outside world to ensure that the corporate image of the institution is consistent and compelling. This section also spearheads the twining formalities hence strengthening sister city relations.
Registry/Records Section
This is the distributive centre of all incoming and outgoing mail in the council and is responsible for the record management of all official files.
Committee Section
Services all committee and council proceedings and is the custodian of all council reports and minutes in addition to coordinating the implementation of the Council decisions through the various heads of departments.
Printing Section
This section looks into the printing and binding requirements of all council reports and minute books as well as all other printing works that are required by other departments.
Transport Section
This section facilitates the smooth utilisation and control of council transport to curb misuse and handles all motor vehicle insurance, road and carbon tax .
Procurement and Supplies Section
This section is under the guide of the Town Clerk and effectively and efficiently procures through a well-functioning procurement system based on transparency, accountability and fairness in order to obtain value for money.
Internal Audit
This section is an independent objective assurance and is directly under the guidance of the office of the Town Clerk and is designed to add value and improve the organisations operations by bringing a systematic, disciplined approach to evaluate and improve the effectiveness of risk management, control and governance.
Police Section
This section is responsible for the enforcement of by-laws and regulations.
Marriages
As the local authority it has the powers to sermonize marriages and its Form C-Registrars Certificates and marriage certificates have international recognition that smoothen travel arrangements outside the country.
