Mandate
The finance Department is responsible for creating and maintaining a strong financial position and has different sections charged with ensuring revenue is collected through those that are responsible. Its main mandate is to receive, bank and process payment on behalf of the council.
The department consists of the following sections:
General Administration
The Administration section has the smallest structure which comprises of the Director of Financial and two assistants, the senior administrative office, the registry and administration. The registry and administration office is in charge of all correspondence that concerns the Director of Finance, all staff matters like urgent leave, sick leave, vocational leave, maternity leave and study leave. It deals will all matters that affects the department.
Information Technology Section
This section is responsible for all design and implementation of computerized systems, Network Management, Website Administration, Hardware/Software administration and management, and Disaster Recovery Plans. In additional the section is responsible for research and development of emerging technologies on the market for implementation in the council to enhance council’s service delivery.
Valuation Section
This section is tasked with the responsibility of preparing valuation roll identified and captured on the roll by ensuring that properties are taxed so that they are in line with the ever changing environment.
Revenue Section
This is a big section with sub-sections which include: Rates, Billboards and Signs, Personal levy, Parking levy, Sundry debtors, trade licenses and the cashier’s section. This section is the receiving section of the council and all revenue paid to the council is supposed to be acknowledged with a council receipt.
Establishment Section
This section looks into council expenditure and looks into day to day running costs and general payment of salaries and wages.
Accountancy Section
This section deals with management reports in the council which include: bank reconciliation, financial reports, council budget and all matters that concerns accounts in and outside the council and is charged with the day to day running of its two hotels, Ambassador hotel and Kafue Inn. Credit Control
This section manages credit control issues and engages debt collectors to ensure outstanding debts are in line with individual and organizational obligations and where necessary to recover outstanding debts by engaging bailiffs.
