The Department of Legal Services is one of the six departments and its functions are as follows:
- Handling Litigation matters in the Courts of Law on behalf of the Council
- Giving legal advice to council departments, Council and its Committees
- Processing application forms for various Trading licenses, registration of clubs and registration of legal documents.
- Allocating plots for residential, commercial, industrial and farm plots to residents and companies in the District as recommendation by the Council
The Department consists of the following Sections:
This is the administration support wing of the whole department and not only looks into the maintenance and control of the internal registry, personal files, stationery but in all matters pertaining to human resource as well as day to day general administration of the department.
This section is basically charged with the preparation of certificates of Title for all statutory declared housing areas within the City. It also registers various legal documents from Law firms and the general public at large in addition to keeping proper records on properties of all statutory and improvement housing areas which includes settlement areas within the City.
This section keeps records of all council and private properties and is equally responsible for allocation of various plots of land on behalf of the Council which includes commercial, industrial, residential high cost, medium and Low cost, small holdings and church plots.
This section handles and keeps Court cases involving the Council. A number of cases have arisen as a result of disputes over houses sold to sitting tenants and also retirees claiming terminal benefits through Courts of Law and Land matters.
Gives advice and issues various licenses to business organizations and individuals within the jurisdiction of the City Council of Ndola as the Licensing Authority in the District. Hand in Hand with the Department of Environment, Community and Health Services and Engineering Services processes applications for the grant and renewal of licenses such as manufacturers, wholesale, liquor, retail, peddlers, commercial travelers, scrap metal dealers, opaque beer and food permits.
